Wer Waren online rund um die Uhr bestellt und seine Bankgeschäfte online abwickelt, erwartet vergleichbare Dienstleistungen auch von der öffentlichen Verwaltung. Anwendungen und Verwaltungsprozesse sollten jederzeit und überall verfügbar sein. Electronic Government im Sinne der Vereinfachung von Informations-, Kommunikations- und Transaktionsprozessen im Rahmen von Verwaltung versucht diese Unzulänglichkeiten mithilfe moderner Informations- und Kommunikationstechnologie zu überwinden. Die Vision eines virtuellen Rathauses wird in zunehmendem Maße Realität.
