The work load in public administrations is rising while the income and the funds available to accomplish these tasks are mostly declining. Public
administrations are therefore confronted with the challenge to provide high-quality eGovernment and virtual town-hall solutions with small budgets. In this context, Open Source Software often presents a feasible alternative to proprietary Software. O.S.I.R.I.S. is a freely available System which was developed especially with regard to issues of local governments. Cooperation aspects are of prime importance here, particularly the administration of shared eGovernment services (archetype requests).
O.S.I.R.I.S was developed as a virtual town-hall within the scope of a research project in cooperation with the district of Warendorf and citeq. It is based on the open source content management system Typo3. In the sense of the open source idea, O.S.I.R.I.S. is freely available to all local governments, data centers and other interested parties together with a broad application and development documentation.
The practical use is already realized in large parts of Münsterland by the citeq. The university developed software was handed over to the citeq as a research transfer alongside a technical documentation, a manual, and a development guide. The citeq is hosting O.S.I.R.I.S for 15 administrations in the districts of Warendorf and Coesfeld and is providing the infrastructure to connect further administrations.
